Neurobiology student here: Y'all had a solid hypothesis, but blood isn't what conducts electricity between neurons. The cells themselves conduct electricity across their membranes, and they can still function after an organism dies as long as they're still in tact. The head being drained of blood probably caused the tissues to dehydrate, which basically means that the cells shrivel up and die from losing all of their fluid.
